Position:  Senior Land Drainage Engineer /Land Drainage Engineer

Location: Milton Park, Oxfordshire

Salary: Grade eight, £41,191- £46,368 per annum / Grade five, £28,119-£ 33,225 per annum

About the Land Drainage Engineer role:

This is an exciting opportunity for someone to build on their existing skills and develop experience of dealing with land drainage and flooding issues. The main purpose of the service is to protect and enhance the quality of the built and natural environment, and to ensure that new development contributes to the Council’s Corporate Plan. The main aim of the role is to provide professional advice on all aspects of land drainage and flood alleviation. The post holder will deal with a wide range of enquires from specialists to the general public.

Responsibilities of the role in conjunction with senior colleague:

- Land drainage, flood alleviation and sewerage and working on behalf of the lead local flood authority in relation to the Flood and Water Management Act 2010

- Respond to queries, carry out investigations, write reports and give advice

- Designation and registration of third party assets / flood structures

- Consent and enforcement procedures for ordinary watercourses, recharging to OCC

- Keep up to date records including, flooding databases and flood warnings, budget monitoring and forecasting

- Liaise with other agents (including Environment Agency, Thames Water, Oxfordshire County Council)

- Work with Principle Land Drainage Engineers to devise, design and implement long term solutions to land drainage and flooding problems (as capital projects)

- Assist in designing a range of engineering projects for the council, as required, such as car parks and sewage treatment works

- Reply to any enquiry regarding new drainage related issues

- Consideration of land drainage aspects on relevant applications

- Review Planning Applications and Flood Risk Assessments and assist in ensuring the council fulfils its statutory duties and responsibilities in relation to the drainage and flooding elements of planning applications and the discharge of related conditions

- Provide written responses within deadlines commenting on applications and raising objections or putting conditions where relevant

- Review flood risk assessments and / or design checks where required

- Comment on acceptability of any changes and reference any discharge conditions

- Process SuDS appeals including written representation, public inquiries and informal hearings and necessary

- Provide advice and guidance on engineering and land drainage issues relating to any planning policy documents

About you:

- Degree or HND in civil engineering or related discipline / equivalent

- A good degree of knowledge of causes of flooding and carrying out investigations into flooding

- Knowledge of drainage design and Micro-drainage calculations

- Knowledge of SUDs, their application in new developments

- A good degree of knowledge of foul drainage systems

- An appreciation of hydraulic modelling and 2D surface water modelling

- An understanding of SuDS legislation, guidance and best practice

- Experience of writing specifications for drainage schemes and sewage treatment

- Good level of MS Word, Excel and PowerPoint

- Good working knowledge of Micro Drainage, Auto Cad LT and Arc GIS

- Knowledge of Land Drainage Act 1991; Flood and Water Management Act 2010; Construction (Design and Management) Regulations 2015; National Planning Policy Framework (NPPF)

If you have the following – it’s a bonus:

- Experience working in a similar role for a local authority or for a private company / engineering service involved in land drainage

- Experience of providing land drainage advice on new and existing developments

- Understanding of statutory planning and development control process within a Local Planning Authority

- Knowledge and understanding of local government and its services

- Member of relevant professional body e.g. Institution of Civil Engineers (ICE), Chartered Institution of Water and Environmental Management (CIWEN)

You may have experience of the following: Civil Engineer, Drainage Engineer, Civil Engineering, Service Technician, Service Engineer, Drain Engineer etc.

- AutoCAD or equivalent drawing tool

- Significant experience working in a similar role for a local authority or for a private company / engineering service involved in land drainage

- High degree of knowledge of causes of flooding and carrying out investigations into flooding

- High degree of experience of providing land drainage advice on new and existing developments

- Specialist technical knowledge of drainage design and Micro-drainage calculations

- Extensive experience of SUDs, their application in new developments

- High degree of knowledge of foul drainage systems

- High level of understanding of SuDS legislation, guidance and best practice

- Understanding of statutory planning and development control process within a Local Planning Authority

- High degree of experience of writing specifications for drainage schemes and sewage treatment

- Experience in supervising contractors on drainage schemes

- Good level of MS Word, Excel and PowerPoint

 

If you have the following experience or qualifications – it’s a bonus:
