The Role

Highways England is currently recruiting a Principal Advisor/Team Leader for our Roadworks and Occupancy Requirements Team on a permanent basis to be based in either of our Birmingham or Manchester offices.

This team sits in the Customer and Operational Development Requirements Group whose role is to maximise network capacity for our customers through setting policy, standards and requirements for the safe and effective operation of our new and existing roads. The diversity of our work means we work with many external and internal customers and stakeholders, to continuously improve how the network is operated.

The Group comprises five teams and alongside the Roadworks and Occupancy Requirements team are; Incident Management Requirements, Maintenance Requirements, Safety Risk Requirements and Operational Capability Requirements.

The role will focus on leading a specialist team engaged in the development and implementation of roadworks and occupancy policies, standards and best practices, and the provision of associated technical advice and guidance, to support the successful delivery of Highways England’s Delivery Plan and Strategies.

The Roadworks and Occupancy Requirements Team is leading a number of key programmes of work including:

•Establishment of a cross company roadworks improvement plan to underpin Highways England’s Roadworks Strategy and make a step change in how roadworks are planned, designed, implemented and monitored.

•Continuously improving roadworks through Research and Development, and the review of best practice and lessons learnt.

•The review and refinement of roadworks and network occupancy requirements that underpin the company’s approach to asset lifecycle maintenance and operational requirements.

•Development of company-wide customer service standards that will draw on customer insight and seek to address key customer pain points.

•Improving the accuracy and clarity of roadworks information for the public.

•Technical advice and guidance to scheme delivery, specific to work area including New Roads and Street Works Act and Traffic Management Act.

Day to Day

•Taking responsibility for the development and delivery of activities in line with the delivery plan and supporting the Group Leader and Divisional Director in setting overall strategy and direction.

•Provide subject matter leadership, leading the development and evaluation of solutions, supporting the team in resolving technical issues, providing authoritative advice and guidance to internal and external stakeholders.

•Own the roadworks strategy and work collaboratively to drive delivery of the improvement plan reporting progress to the Executive Customer Sub Group.

•Ensure that technical solutions are appropriately documented and communicated to all stakeholders, to support implementation and to ensure the availability of audit evidence.

•Implement appropriate project management methodologies to ensure the effective planning and control of project activities, the identification and mitigation of risks and effective management of project performance.

About you

•A relevant degree with substantial relevant post graduate experience.

•Experience and understanding of requirements for roadworks and occupancy.

•Specific knowledge and experience around Traffic Management Act, New Roads and Streetworks Act and Traffic signs Manual - Chapter 8.

•Experience of the successful delivery of complex projects or change programmes, including the establishment of project governance in line with APMP principles.

•Ability to collaborate with others to set standards and implement best practices, whilst dealing constructively with setbacks.

•Strong networking and communication skills, including the ability to communicate effectively and present results.
